A gerbil is more likely to want to climb up your arm and sit
on your shoulder than be picked up. It's just gerbil
nature, I think they feel like they have a little control
over what's going on when THEY are the ones that choose to
interact with you. Some of mine run over each other trying
to be the first to get up my arm! It's a lot more fun than
chasing them around the tank. Let your gerbil come to you.
Spend a lot of time just with your hand in the tank, not
really doing anything. Curiousity ought to do the rest. Oh
and you really need to get him a companion. Gerbils are
more skittish and frightened alone, they are very social
creatures. Usually a single gerbil is a very unhappy,
lonely gerbil.
