You might consider taking her to a vet. It is possible
there is more wrong with her than simply being overweight.
If you want her to exercise you might try setting up a play
area somewhere that you can supervise. Sometimes I set up
our spare bathtub with boxes and toys, gerbils love that
sort of thing.
