Exactly, it is most likely that the food is infected before you buy it.

It is quite likely that the grains used for animal feeds are considered
too low quality for human consumption and one reason for this will be
insect infestation. If you do not want the bugs I suggest you consider a
different food.

Saying that, the bugs normally found in feeds are harmless and gerbils
are naturally insectivorous.
