This is rather common in gerbils, they pluck each others tails. It is
called barbering. Often there is one that does not have a bald tail, that
is the one that's doing it, but sometimes they all have bald tails. It is
hard to let them stop this behaviour, it is caused by boredom in the first
place, but once they have learned this behaviour, it is hard to stop them.
Try giving them a lot to do, things to chew on, different sorts of nesting
material, etc.
Although it is not nice to see, the gerbils will be fine as ever, with or
without hair on their tails.
