I find home-raised gerbils almost to be a different
animal in how calm and people-friendly they are. So
just a little plug to get gerbils from a hobby-breeder
when you can.
But for your gerbils, I would keep them in a small (10
gallon) simple setup. Basically 2 inches of litter
and a nest box. Take out the nest box and very slowly
with two hands corner them and scoop them up, hold
them enclosed close to your body for a minute several
times a day.
Also try lining a bath tub with towels and letting
them run over and on you in there (so they can get
away from you, but get used to you). Again move
slowly.
Finally, when you have anything good (like a cardboard
roll or sunflower seed to give them) remove the nest
box and lay your hand in the tank with the item on it,
so they associate you with good stuff.
