I don't know about Belgium, but it would be very difficult to get hold
of a safe painless anaesthetic from a shop in most countries. Chloroform
is now days considered seriously dangerous for both the patient and the
anaesthetist, so is not used anymore.

Ether can be obtained from some sources, but is so flammable it is not
the sort of stuff you want sitting round in your house. It is not
recommended by the authorities because it can be highly irritating.

People who need to euthanasia an animal need to be aware that anything
other than painless death performed by  person with training and/or
experience, could land you in trouble for breaching local animal welfare
legislation.

Having studied this  lot I have not found a foolproof and safe method of
doing this using items that are normally available to ordinary pet
keepers.
