actually this is a packaging problem so far. The web console was not
being included in the package that tried to deploy it, so Jetty had no
possible way other than clairvoyance to find the classes.

tag libraries which are
present in the WEB-INF/classes (in the WAR file).
Steps to repro:
- refresh from cvs.
- run "maven clean" from the main directory.
- run "maven" from the main directory.
- CD to assembly directory
- run "maven clean" from assembly directory
- run "maven deployinstallrun"

and installed geronimo configuration packages work at the moment.
