gprs_bssgp_destroy(): fix NULL-pointer dereference
The 'gprs_bssgp_pcu' may not be initialized in some cases, e.g.
when OsmoPCU is terminated before connecting to the SGSN. Make
sure it was allocated before trying to release it.
