After a bit of experimentation it appears that it is getpaid.report that ultimately pulls in the dependency on pysqlite. If I remove getpaid.report from the addpackages everything runs fine.
A package called pysqlite, rather than pysqlite2 as suggested in the buildout error, can be found and it attempts to install version 2.5.5. However, the attempt fails with an easy_install compilation error.
