That’s not really the situation of a person without citizenship, is it? In Estonia, where I live, there are quite a few such stateless persons: former Soviet Union citizens who acquired neither the Russian nor the Estonian citizenship. I would be very surprised to learn that the Estonian state doesn’t enforce laws and regulations for their benefit.
