Which is worst is that tools like Xilinx's ISE have internal templates 
that encourage its use.
Every time an ISE user creates a new VHDL file or asks the tool to 
generate a testbench template the tool adds std_logic_arith.
But, do you think this is bad? well is even worst. Some students 
reported problems using the real IEEE packages (numeric_std) with ISE 
10.0 (no service packs applied, the problem went away after applying a 
service pack).

This is hard, not even IEEE itself is doing anything. I think IEEE 
should demand the removing of such a claim (proprietary, wrong designed 
code that claims to be part of an IEEE standard, because this is what 
people interpret)
