I have experienced similar problems with the windows 0.29.1 build of
GHDL when attempting to use absolute paths starting with a drive letter.
I am not certain if that is the exact problem you are experiencing, but
switching to a relative path to the library should serve to diagnose
this.
I posted a bug report with a patch for the drive letter problem to the
