At this point since 0.32 hasn't happened yet I'm tempted to suggest
updating the 0.32 branch to tip and re-tagging it 0.32rc2.

The organization of tip/default (hg pull && hg update -C default) looks like it 
will be easier to work with [for builders/porters]. How stable is the underlying code - 
are any serious extensions or renovations in progress?

I regularly run the testsuite with tip, so it is in good shape.
Currently it is also stable - no big renovations in progress.
