In the GIMP file chooser - at least on Linux - you can add to the places shown on the left-hand side. There's no thumbnail browser builtin to GIMP though. Maybe it'd make a good add-on. the GNOME file chooser will display thumbnails and you can drag them into GIMP to open the image. In the gnome image viewer (depending on gnome version) you can also tag images and select images by tag. There's also Shotwell, a photo manager for Linux systems.
