Double-check is a good pattern. There is also some inconsistency with how
the call for onMessageNoConsumers is called. Further down after checking the
dispatchPolicy, there is a call outside the consumers monitor.
```
if (!dispatchPolicy.dispatch(message, msgContext, consumers)) {
onMessageWithNoConsumers(context, message);
}
```
