`ConfigTest.testJdbcLockConfigOverride` hangs. Since the move from JMock to Mockito in #1814, the mocked `Connection` returns `null` from `prepareStatement`, so the database locker throws a `NullPointerException` while acquiring the lock, logs "Failed to acquire lock", and retries every 10 seconds forever. ConfigTest is excluded from the quick profile, so only the full build runs it, where it waits for the surefire fork timeout. Both JDBC locker tests now stub `prepareStatement` to return a mock statement. This also adds the `@Test` that `testJdbcLockConfigDefault` lost in the 2013 JUnit 4 conversion, when its sibling `testJdbcLockConfigOverride` got one. `mvn -pl activemq-unit-tests -am test -Dtest=ConfigTest`: 6 tests pass in about 2 seconds.
