### What changes were proposed in this pull request? Introduce a new backoff based retry logic to periodically retry failed compaction cleans. ### Why are the changes needed? Currently failed compaction cleans are not retried at all. This needs to be replaced with a new backof based retry logic. ### Does this PR introduce _any_ user-facing change?
