that is what i mentioned: `RELEASE_NOTES.txt` are basically a `CHANGELOG`,
we can just drop it.
As for HMS `RELEASE_NOTES.txt` I don't have rights to configure new project
or filter (https://issues.apache.org/jira/secure/ReleaseNote.jspa), @ayushtkn
