   Yes, when there is a major release, the post-release scripts bump the 
versions for us. But patch releases don't, so we have to do it manually. None 
of the other languages require this because they use the `next.0.0-SNAPSHOT` 
for dev version, but R uses `current.y.z.9000`, so when `z` changes we have to 
do this for the R package.
