FYI, the version of vcpkg that is currently preinstalled on the Github Actions Windows images is 2020.11.12 (as noted [here](https://github.com/actions/virtual-environments/blob/main/images/win/Windows2019-Readme.md)). This version has a bug (https://github.com/awslabs/aws-c-common/issues/734) that causes the installation of `aws-cpp-sdk` to fail.
