I agree a page with `num_rows == 0` doesn't seem like it should happen
However, my understanding of this comment is that it is trying to say that
there are no non-null values
I don't think I fully understand your comment @mapleFU -- if you think what
is written is imprecise, could you perhaps suggest some alternate wording?
