Thanks for the help sorting this out @julianhyde. Is there a policy doc for the historic releases thing? I'll go search around but any links would help. And for the checksums issue, I'm not sure any of the Arrow subprojects have embedded checksums in the vote thread so I don't know if ADBC stands out in this regard.
