Sorry for the delay—it took me longer than expected to reorganize the series into more individually reviewable commits. PRs #9751 and #9752 are up and can be reviewed/merged independently. The remaining commits build on that base, and on each other, so they can’t really be reviewed in parallel. I expect a total of 5 to 6 PRs.
