So Package RPM jobs succeed as those already specify `libxml2-devel` https://github.com/apache/arrow/blob/1f789ffd70f96907698e93ef99f4e034caf0788b/dev/tasks/linux-packages/apache-arrow/yum/arrow.spec.in#L101 but Debian/Ubuntu jobs fail `CMake Error at /usr/share/cmake-3.28/Modules/FindPackageHandleStandardArgs.cmake:230 (message): Could NOT find LibXml2 (missing: LIBXML2_LIBRARY LIBXML2_INCLUDE_DIR)` https://github.com/apache/arrow/actions/runs/35979171769/job/107566756336?pr=51280#step:20:1677 and would need extra [libxml2-dev](https://packages.debian.org/sid/libxml2-dev) -- This is an automated message from the Apache Git Service.
