   In certain instances `ByteArrayDecoderPlain::read` can return prematurely 
with no indication to the consumer that an incomplete read has been done.
   
   # What changes are included in this PR?
   
   Modifies `ByteArrayDecoderPlain::read` to return the actual number of values 
read. It's up to the caller to determine if fewer values than requested is 
expected.
   
   # Are these changes tested?
   
   Yes, this adds a test that fails on main
   
   # Are there any user-facing changes?
   
   No public APIs change, but this changes the behavior of 
`ByteArrayDecoderPlain::read`, which may not be desirable. We might instead 
choose to return an error in this case, as happens elsewhere in the same 
function.
   
   # AI Disclaimer
   This issue was identified and the unit test generated by Codex. I'm 
responsible for the fix.
