### Rationale for this change Homebrew now provides OpenSSL 4.x, which causes the `google-cloud-cpp` build to fail on macOS. In OpenSSL 4.x, `X509_get_subject_name()` returns a `const X509_NAME*`, while the version of google-cloud-cpp used by Arrow expects an `X509_NAME*`. ### What changes are included in this PR? This change pins OpenSSL to 3.x on macOS to keep the current google-cloud-cpp dependency building successfully. ### Are these changes tested? Yes. ### Are there any user-facing changes?
