Review Comment:
   `arrow-array/src/delta.rs` is derived from the MIT-licensed `chronoutil`
crate. It retains the original MIT notice, and `LICENSE.txt` documents its
provenance and points to `arrow-array/LICENSE-MIT`. The [ASF source-header
policy](https://www.apache.org/legal/src-headers.html#treatment-of-third-party-works)
says not to add the standard ASF header to third-party source files. The
exclusion keeps HawkEye from requiring an ASF header on this file.
