Both parts of this were fixed by the same author in ARROW-16881 (#13421),
released in Arrow 9.0.0: the function holder lookup now lowercases the name
before matching, and the interval regexes in `interval_holder.cc` accept
negative digits, with tests for `P-1D`, `P-1W`, `P-1M` and `P-1Y`. The linked
PR #12776 was superseded by that one. Closing as resolved; please open a new
issue if you still hit a problem with `castINTERVALDAY` or `castINTERVALYEAR`
on a current release.
