For any R experts, I'm not quite sure what to do about the R bindings here: https://github.com/apache/arrow/blob/3cacc859fe818e5d807cc2b7d81b10693d75a9a7/r/R/dplyr-functions.R#L701 To me it seems like what R does is convert the timezone after parsing, i.e. we need a timezone conversion kernel, and it's not related to actually parsing the value as implied by the comment. -- This is an automated message from the Apache Git Service.
