Addresses #21410 adding AvroReadSchemaTransform and
AvroWriteSchemaTransform. As a port of the SchemaIO version it does not attempt
to change any of the semantics of SchemaIO (e.g. unbounded inputs will be split
on a minute boundary by default). Locally there are appear to be some failing
tests, but they are not the test I added so creating a pull request to see if
it's universally the case that something is broken (perhaps due to other
commits)
