### What happened? When changing the repository from public gcr.io to private us.gcr.io for example in [PreCommit Flink Container workflow](https://github.com/apache/beam/pull/34250/files#diff-31d8c213c6d826cc4c0673dddcfcf66898cb45145e64e99202ce8628aaadb90eR81), `Unauthenticated` error occurs. We need to investigate the root cause and eventually change the repo to private us.gcr.io one, which is used for testing purposes.
