This PR solves two issues that are interconnected:
1. #35438 solved the truncated fields issue, but it also introduced the any
type for a field if a row had null data. With the updated Create transform,
WriteToBigQuery was complaining about TYPEINFO_NOT_SET and trying to handle a
python any type (#35668). This PR changes the logic to where if a field has
one known type and a null entry, the field will be made an optional type.
2. A user mentioned an issue with ReadFromBQ not handling null field entries
and datetimes in some of the data and this was fixed by #35426. With this PR,
we want to cover the case where there is nullable data to catch regressions
better.
Tested locally:
