For queries with dynamic filters on aggregates - we can save the overhead
from evaluating millions of rows. It also qualifies the first `RecordBatch`
hence takes more time to tighten the filter boundaries. Aggregate filters are
better used for row-group level pruning.

Introduces a new field `is_row_level` to `DynamicFilterPhysicalExpr`.
Defaults to true however `AggregateExec` sets it to `false`.
