This is part of the 1.0.0 release process. ## Rationale for this change The release process requires a change log covering all changes between the previous release and the release branch HEAD, and this file is also used as the description of the GitHub release. This is a draft because it is not the final change log yet. It will be regenerated if more changes land on `branch-1.0` before the release candidate is tagged. ## What changes are included in this PR? - Adds `docs/source/changelog/1.0.0.md`, generated with `dev/release/generate-changelog.py 0.17.0 HEAD 1.0.0` against `branch-1.0` HEAD (880cecfca). It covers 199 commits from 22 contributors. - Adds the new change log to the toctree in `docs/source/changelog/index.md`. ## How are these changes tested?
