Two statements here are out of date. Native columnar-to-row has been off by default since #5114. And since #5310, `columnarToRowConvert` runs `decode_string_arrays` over every imported column, so the per-batch cost now includes a UTF-8 check of each string column: one `simdutf8` pass over the values, then an offset check.
