   ## Which issue does this PR close?
   
   Part of #6791, which is tracked in #6793.
   
   ## Rationale for this change
   
   The discussion in #5184 supported promoting Comet to a top-level Apache 
project. The next step is a proposal and board resolution for the DataFusion 
PMC to vote on. DataFusion's proposal lived in a Google Doc. Keeping Comet's in 
the repository makes it public, lets anyone comment on specific lines, and 
leaves a record of what was proposed.
   
   ## What changes are included in this PR?
   
   - A new page, `docs/source/about/top_level_project_proposal.md`, with the 
draft board resolution and supporting proposal, adapted from the one DataFusion 
used in 2024.
   - The initial PMC members and committers are existing DataFusion PMC members 
and committers. Nobody is promoted as part of this process. Once the project is 
established, the Comet PMC will vote on new committers and PMC members.
     - Proposed PMC: the four DataFusion PMC members who contribute to Comet, 
plus Andrew Lamb, the DataFusion PMC chair and an ASF Member, who has taken 
part in the release vote for nearly every Comet release.
     - Proposed committers: the ten existing DataFusion committers who have 
contributed to Comet.
     - Everyone listed still needs to confirm that they want to serve.
   - A link from the About page. The list on that page now uses colons instead 
of em dashes.
   
   The proposed initial chair is Andy Grove. The scope statement is under 
discussion in #6789.
   
   The Cryptography section commits the new project to filing the ASF export 
notification, because Comet's native library includes third-party crates that 
implement cryptography (rustls and ring). That task is tracked in #6792.
   
   ## How are these changes tested?
   
   Documentation only. I built the docs with Sphinx and checked that the new 
page renders, appears in the About section, and adds no new warnings. `prettier 
--check` passes.
