## Rationale for this change
Unquoted table names in `register_csv` are normalized to lowercase, so
querying them with exact-case quoted identifiers (e.g. `SELECT * FROM
"Example"`) fails. In this case, users are supposed to use
`TableReference::bare`.
Per @Phoenix500526's suggestion in #26877, this documents the behavior and
adds an example.

- Document identifier normalization in `register_csv` with an example using
`TableReference::bare`
- Add a unit test verifying both behaviors

- New doc test and unit test in `csv.rs`
