For example `Closes #123` indicates that this PR will close issue #123. --> Closes #2408. ## Rationale for this change After [SPARK-48195](https://issues.apache.org/jira/browse/SPARK-48195), SparkPlan will cache the RDD, which prevents us from changing the number of partitions once CometBroadcastExchangeExec.executeColumnar() has been executed. ## What changes are included in this PR? Add a method that always creates a new CometBatchRDD. ## How are these changes tested?
