The following behaviour seems a bit too strict:
% ghc-pkg list dataenc[[BR]]
/usr/lib/ghc-6.8.2/package.conf:[[BR]]
% ghc --make -hide-package dataenc -isrc UT.hs[[BR]]
ghc-6.8.2 : unknown package: dataenc
