As a Debian developer I can probably answer any qustions you might have
about the Debian BTS (as we call it) from the developer's perspective.

The Debian BTS has handled more than 40000 bugs in its lifetime at Debian,
and it handles about 100 messages per day at Debian.  So it's scalable,
at least.
