Hi,

non-anonymous users are users that are GLPI user accounts. If your
users send an e-mail from an e-mail address that has no reference in
GLPI user account database they are considered anonymous. Therefore,
their e-mails won't be converted into tickets.

On the "another thing": you can create such business rules at menu
'Administration > Rules : Rules for assigning a ticket created through
a mail receiver'
