  The thing is, almost nobody would sign-up.

  The DMA (Direct Marketing Assoc) is a powerful lobby.  They can pay to
make sure that never happens.  Now, so many people hate telemarketing calls
that Congress found it was profitable to do *something* about it, but not so
profitable that it would outweigh the costs of loosing the DMA.

  Invest in America -- buy a Congressman!
