  Well, that's dependent on the user-agent (browser).  It is entirely up to
the implementation to decide how to render the list.

  Can't you apply styles to the tags to get them to do what you want?  I've
never tried, myself, and don't have the time to look it up, but that would
seem to me to be the Right Thing to do.
