So, the original questions still remains open. Who is responsible for 
resolving issues with Mango? How are we going to get our languages on 
the NewAccountRequest page of Mango? 

Ankit, we (bn_IN) team had been advised to file a bug to get the 
language included in the list. [1]. (Product: sysadmin, Component: Mango. ) 
Perhaps you might want to file a bug first to ensure that the formal 
request process is started for Gujarati. However, we have not been 
seeing much response and are completely lost as to how one can get the 
issue resolved.. [2]
