The cloning command is

git clone 
ssh://myusern...@git.gnome.org/git/release-notes<git://git.gnome.org/release-notes>

(derived from http://git.gnome.org/browse/release-notes/ )

Then, you need to change to the 'gnome-3-2' branch, with

git checkout --track origin/gnome-3-2

(derived from
http://live.gnome.org/TranslationProject/GitHowTo#Working_with_branches )

Finally, look into help/, create your ta/ subdirectory and place in there
the translation file.
You get the translation file from
http://l10n.gnome.org/vertimus/release-notes/gnome-3-2/help/ta
