I can't see how you reach that conclusion; I can only say I disagree.

To say, "We urge free distros not to include program XYZ" is entirely
precise.  The decision is not based on a rigid procedure; that enables
us to respond to the realities.  It is also not a strict rule -- which
should help avoid fights about it.

I stand by all I have said about those points.
