There's a new test release at:
http://appel.dyndns.org/lilypond/gnu-windows/lilypond-1.3.38.jcn1.zip
http://appel.dyndns.org/lilypond/gnu-windows/cygwin1-net-485.dll.zip
you should also get the new dll, which has been renamed, hoping to
circumvent .dll version clashes.
You probably need to set something like:
LILYPONDPREFIX=/Cygnus/lilypond-1.3.38.jcn1/share/lilypond
Not for the faint of heart.
