Semantics of latexheaders?

When Jan Arne Fagertun introduced the latexheaders
header field in ly2dvi, the semantics was what you
would guess from the name, namely that the value of
the field was a name of a tex file to be included.
However, somewhere in the reimplementation of ly2dvi,
this was changed, such that the value was a complete
TeX expression which was copied directly into the
LaTeX wrapper file. 

Was this intentional?
Will anyone complain if I restore the original behaviour?
