"Some parts"? *Everything* should be in German (gee, that was hard work!). Really? You mean, StarMoney offers you the action "Retrive Balance online", and it works? That's surprising, since the balance retrieval used to work correctly with OpenHBCI for ages now. If you want to help us in debugging OpenHBCI, you could do one more thing: In the source code file src/import-export/hbci/gnc-hbci-utils.c line 289, change the command setDebugLevel(0) to setDebugLevel(3). Then, compile and install (it's sufficient to run 'make;make install' in the src/import-export/hbci subdirectory). Run the "balance retrieval" command again, and send the console output to openhbci-general <[EMAIL PROTECTED]>. You might want to change the number (3) back to (0) again after that, since otherwise you'll get a whole lot of console output at each HBCI action.
