Your step-by-step description is very helpful. Should this go into a specific file in CVS? I think this would help others quite nicely.

I'm working on a TRANSLATIONS-HOWTO document, which could either be combined with the current po/README or a seperate file such as po/TRANSLATIONS-HOWTO.
These instructions are just one part of that document.
It isn't finished yet, I'll send in a rough draft soon.
